Pennsylvania Industry Partnerships Performance Monitoring And Continuous Improvement System

The Commonwealth of Pennsylvania has made investment in Industry Partnerships the foundation of its shift to an industry-driven workforce development system that can expand opportunity and boost competitiveness. The Commonwealth asked the Keystone Research Center (KRC) and Penn State Professor Chris Benner to develop recommendations for an Industry Partnership performance monitoring and performance improvement system. Such a system is critical to ensure the effective use of IP dollars and as one dimension of the Commonwealth’s commitment to accountability within workforce development. This performance monitoring and improvement system will also accomplish three more specific goals:

  • Help IPs understand and continuously improve their effectiveness;
  • Enable the Commonwealth to improve technical assistance provided to IPs;
  • Demonstrate to legislators, employers, and the public the value of IPs measured by outcomes important to businesses, workers, and communities.
